Project Management Committee Initiatives and Accomplishments

2005-2006 Accomplishments

For the PM Community of Practice (open to all)

  • In September 2005 in conjunction with GTC, a session was conducted on "Professional Certification for Project Managers: Options and Preparation Recommendations" (90 Attendees)
  • In November 2005, in conjunction with the Project Management Institute Upstate NY Chapter, an Executive Symposium was conducted on "The State of Project Management" (105 Attendees)
  • In January 2006, a session was conducted on "The 'new and improved' NYS Project Proposal and Business Case Template" (141 Attendees)
  • In April 2006, a session was conducted on "Work Breakdown Structure" (166 Attendees)

For the PMO Roundtable (open to all agencies currently implementing a PMO or PM Practices)

  • In October of 2005, in conjunction with the Office of the State CIO, conducted an executive session on "How Project Portfolio Management Can Benefit Your Agency." The event was targeted to Agency Executives and their PMO Directors and included presentations by Bill Rosser, a Gartner Consultant with expertise in Strategic Planning and Portfolio Management, as well as by a panel of NYS Agency Executives sharing their Portfolio Management experiences. The event had 100 attendees, representing half of the NYS agencies, many of whom followed up with pane members after the session.
  • In December of 2005, as a companion piece to the October session, the PMO Roundtable Discussion was focused on "Supporting the Project Portfolio Management from the staff (PMO) level." During this session, the PMO staff talked about supporting the process, facilitating the organizational decision making for project selection, and publishing project metrics used in managing the portfolio.
  • In June of 2006, a presentation and panel discussion on "PMO 'Flavors': Different Paths to Success for Different Organizations" was conducted. This session demonstrated the many ways that PMO's can come into existence and the different ways that they can contribute to the business. Gartner generously provided access to their research study on PMO Maturity, which contributed greatly to the presentation and the discussion. (33 Attendees)

The PM Standing Committee members met monthly to plan and execute the above activities as well as the following Special Projects:

  • Completed the Peer Review Process by developing the Peer Review for Active Projects in conjunction with the OCIO, and the CTG, and the CIO Council. This process is yet to be "field tested", and the committee is prepared to support the field test and make revisions.
  • Finalized the Business Case/Proposal template in conjunction with the CIO Fiscal Subcommittee and the Office of the State CIO
  • Continued to periodically issue our PM Committee Newsletter
  • Grew the artifacts in the PM Repository (hosted by OFT)
  • Continued to work with interagency committee and the Department of Civil Service on development of a PM Title Series
  • Through OFT and the Forum e-mail lists, provided a forum for agencies and other education providers to inform the PM Community of training opportunities for agency staff
There are 63 people registered in the PMO Roundtable.
There are 145 people registered in the PM Community of Practice.

Projected 2006-2007 Initiatives

  • Continue to conduct quarterly PM Community of Practice (COP) Education Sessions, including a Fall 2006 session in conjunction with the GTC on Project Communications and the Communication Plan. (1)
  • Continue to conduct quarterly PMO Roundtable sessions on relevant topics
  • Field Test and refine the Peer Review Process for In-Flight Projects in conjunction with the OCIO, and the CTG, and the CIO Council
  • Continue marketing efforts by publishing additional PM Committee Newsletters
  • Continue to grow the artifacts in the PM Repository
  • Work with the Upstate NY Chapter of the PMI on joint programs to benefit both communities, including a fall 2006 program on "Your Future as a PM"
  • Continue to work with agencies on the PM Title Series. (4)
  • Work with GOER and member agencies to gather existing PM curricula; repurpose existing content; develop new content; resulting in a modularized standard PM curricula that any agency could utilize.
  • Promote the use of the Peer Review Process as a tool for PMO's to use internally on their own projects
  • Expand the Resource Matrix to include agency PMO's willing to host "One-on-One" mentoring sessions with other agency PMO's to share best practices and lessons learned
  • Update the Resource Matrix and publicize
  • Refresh Forum and OFT PM web content to ensure maximum effectiveness and ease of use
  • Develop and offer an executive level, transition session on project management topics. (13)
  • Develop and provide access to project management resourses such as a bulletin board and "tele-forums". (2)
  • Develop a program for providing small agencies with a project management "quick start". (6)
  • Develop minimum project management standards. (5)
