Promulgated by Governor Pataki in 2003, Executive Order 127 builds on the State's existing framework for procurement and responds to the public concern about knowing who contacts state agencies in an effort to influence a procurement decision.
It further enhances the strength and integrity of the procurement process, maintains the public confidence in state procurement through open, efficient and effective contracting and standardizes information collection practices.
