Unlike a statute, an EO directs the activities of state agencies and authorities, not the vendor community. EO 127 uses the concept of vendor responsibility and the contractual terms and conditions to ensure compliance with its requirements.
It is the State's obligation to determine when the requirements are triggered and to request the information from the vendor community.
