Very easy to allow that responsibility to be placed on the project team by default

Timely decision process
Weekly meetings with each business owner
Be prepared for the loss of trained and experienced project staff during and after implementation
Develop a process for rapid recruitment and hiring
You need a "Farm System" just like major league baseball
