Kevin Belden is Deputy Comptroller and Chief Information Officer (CIO) at the NYS Office of the State Comptroller. He is responsible for providing enterprise information technology services and solutions in support of the NYS Comptroller's diverse program areas. Prior to joining OSC, Mr. Belden worked with government clients as an Associate Partner with IBM, including roles as executive consultant to the CIOs at the US Internal Revenue Service (IRS) and the US Division of Immigration and Customs Enforcement.
Mr. Belden has 30 years of government program and information technology management experience. Until October 2000, he was CIO for the NYS Department of Taxation and Finance. Working previously for the NYS Governor's Office for Technology, he managed the consolidation of State data centers, earning the Service Excellence Award from The NYS Forum.
Mr. Belden served on, and chaired for three years, the IRS Electronic Tax Administration Advisory Committee (ETAAC), and has testified before Congress and the IRS Oversight Board on various electronic tax administration issues.
