Ellen Perlman is a staff writer and technology columnist for Governing. She has been covering state and local government issues for more than 20 years. She writes the "Tech Talk" column in the magazine, produces a biweekly technology newsletter and posts entries on The 13th Floor, Governing's blog, on a variety of topics.
Her main reporting beat is technology, which includes trends such as municipal broadband, government outsourcing and social networking. She also writes about health care, energy, the environment and transportation.
Perlman has a graduate journalism degree from Northwestern University and has won several awards for her work, including a National Press Club award for Washington correspondence.
She is also a travel writer, with pieces published in The Washington Post, the St. Petersburg Times, the Miami Herald and several other metropolitan newspapers.
