OGS Survey Follow-up Meeting

At the November 7th ITCR session, there was a strong interest in pulling together a meeting to discuss issues that are addressed in the OGS vendor survey that was released on Monday November 4th. Due to the tight time frame for responses, we are scheduling a meeting of interested ITCR members this coming Wednesday, November 13th from 2-3PM.

Below you will find the cover letter from Sean Carroll, Chief Procurement Officer at OGS, which includes more background and a link to the survey.

Dear Business Leaders,

Over the last few years the centralized team of procurement professionals at the Office of General Services (OGS) have redesigned Information Technology (IT) procurement for state and local government customers; always looking for ways to include and attract vendors to be on contract while supporting the public security and risk interests of our customers. As you know, New York State strives to make continuous improvements to the manner that it engages with vendors, suppliers, resellers and sales agents. Toward that end, we at OGS Procurement Services are seeking information from the IT vendor/supplier/seller community on the present state and future state of the Umbrella Manufacturer suite of contracts, including what is and isn't working with respect to the terms and conditions of the Statewide IT Umbrella Manufacturer Award. In addition, we are asking for your opinion regarding adding other products and services that you'd like to see included under the contracts. For current contractors, we would like your feedback regarding the challenges and opportunities that your company may have encountered being awarded under the contract, or as it provided products or services to contract users.

We'd also like feedback from vendors regarding challenges which led to a decision not to participate in the contract and finally, feedback from vendors who have yet to participate or are new to the Umbrella Manufacturer suite of contracts. The information we receive from your input will help to shape future solicitations and periodic recruitments, so we would greatly appreciate if you could take the time to provide us with honest, constructive responses to this survey.

We understand vendors discuss contract issues among themselves and propose solutions to problems as an industry, instead of individually. To support this, we have partnered with the NYS Business Council and the NYS Forum to distribute the survey, and to facilitate improvement opportunities. We are looking for feedback that is not just about how a single vendor operates, but how the IT vendor community and the government can partner and move forward together. As we have shared with both business groups, OGS continues to hold steadfast to the principles of transparency, ethics, and competition for any future version of the suite of contracts.

It is recommended you review the below documents and identify the areas you would like to comment on prior to beginning the survey. You do not need to be a member of the NYS Forum or the Business Council to participate in the survey and the discussion.
