Procurement "basics" including commonly used procurement terms and topics such as purchasing thresholds, discretionary procurements and other purchasing options, and NYS Contract Reporter advertising; Basic understanding of the various roles that Office of General Services, Office of the State Comptroller, the Office of the Attorney General, and purchasing agencies play in the procurement process.

Learn about the laws, guidelines and basic components of a typical RFP for IT services, best practices for developing and structuring the RFP and the evaluation instrument, and how to avoid common pitfalls in developing and responding to RFP's. Topics to be covered will include advertising, components of the RFP, evaluation and award; vendor responsibility, consultant disclosure and procurement lobbying; debriefings and protests; the approval process and control agency roles.

Minority/Woman-Owned Business Enterprise (M/WBE) Regulations and Requirements Update

On July 19, 2010 Governor Patterson signed four M/WBE bills into Law. The four bill package, also known as the New York State Business Diversity Act ensures that the State's fiduciary-controlled entities, public authorities and agencies have developed and codified a strategy aimed at inclusion and meaningful participation of MWBEs across New York State. This presentation will provide an understanding of the new law and regulations highlighting the regulatory changes, implementation and impact on New York State agencies and vendors.

NYS Procurement Lobbying Law - Lisa K. Fox, Associate Attorney, Legal Services, Office of General Services
This session will provide an overview of New York State's Procurement Lobbying Law (State Finance Law sections 139-j and 139-k), and a facilitated discussion of various real-world questions and scenarios surrounding the application of the Procurement Lobbying Law. (Upon registering, you will be invited to pre-submit specific questions and scenarios for incorporation into the presentation. You should include adequate details to permit full consideration of the issues. All questions and scenarios will be generalized before inclusion.)
