Plays for Modernizing Homegrown Systems

Like most institutions public and private, the New York State Department of State (the department) has quite a few homegrown and aging data processing systems.  Many of these systems are essential supports for the department’s critical business functions.  Frequently their use extends beyond the tenure of their creators.  Documentation, if present at all, often fails to keep up with their evolution.  The resulting lack of understanding of these systems’ design and operation can impede efforts to overhaul or replace them.

In this presentation, Ari Epstein will discuss some of the challenges the department has faced attempting to modernize these tools and some of the practices it is developing and trying.  Ari will walk through a process the department developed to facilitate systems migration, using some DOS systems implemented with Microsoft Access as examples. 

The presentation will cover:

  1. approaches to documenting functionality in legacy systems,
  2. developing repeatable, automated migrations using extract-transform-load (ETL) tools,
  3. prototyping,
  4. making the switch to a new solution, and
  5. assuring ongoing maintenance and support.

Speaker

Ari Epstein - Ari has 17 years’ experience managing data and technology assets in public sector and higher education contexts.  He serves as the New York State Department of State’s chief data officer.  In this capacity, he leads efforts to stand up governance, education, and tools needed to measure and improve the department’s data management practices.  Prior to his current role, Ari oversaw several strategic technology initiatives in the department’s Office of Local Government. Before he joined state service in 2014, Ari oversaw Cornell University’s shared campus governance programs, delivering online solutions to support voting, grants management, and committee operations.  Ari holds a B.S. in Biological Sciences from Cornell University and M.P.A. from Syracuse University.
