Implementing a State Agency Data Strategy - New York State Department of State

Public and private institutions face constantly evolving demands and constraints that require rapid adaptation. Adaptation depends on setting organizational goals driven and measured with good data – accurate, complete, and usable information about circumstances, operations, and outcomes. About one year ago, the New York State Department of State (DOS) commenced an initiative to develop and implement an agencywide data strategy. The strategy is built on insights gained from agency experience, model programs such as San Francisco’s DataSF and the US Federal Data Strategy, and data management best practices gleaned from resources like the ITS Office of the Chief Data Officer and the Data Management Body of Knowledge. Pursuant to this strategy, the department has set up new internal groups to facilitate data literacy and governance, implemented a departmental data cataloging solution, and launched several initiatives to integrate and improve existing data management processes across its programs. This presentation will tell how the initiative originated, actions taken to date, lessons learned, and what next steps we have planned.

Ari Epstein, Chief Data Officer
New York State Department of State

Ari has 16 years’ experience managing data and technology assets in public sector and higher education contexts. As the first Chief Data Officer at the New York State Department of State (DOS), Ari is responsible for developing and overseeing implementation of the department’s first data strategy. In this capacity, he leads efforts to stand up governance, education, and tools needed to measure and improve the department’s data management practices. Prior to his current role, Ari oversaw several strategic technology initiatives in the department’s Office of Local Government. Before he joined state service in 2014, Ari oversaw Cornell University’s shared campus governance programs, delivering online solutions to support voting, grants management, and committee operations. Ari holds a B.S. in Biological Sciences from Cornell University and M.P.A. from Syracuse University.
